Insurance marketplace Covered California has
selected Stagwell’s Code and Theory to design and build its new digital platform.
The platform will be designed to make it easier for Californians to
navigate, compare and enroll in health coverage. The redesigned website will support multiple languages and deliver what the agency calls a “seamless experience across
devices, with accessibility, security and performance built in from the start.”

The redesign will focus on simplifying key user journeys, from plan discovery through enrollment, so consumers
can quickly understand their options.
The agency said the assignment signals its “deepened commitment” to public sector transformation through
its Government Experience (GX) practice.
Michael Treff, CEO of Code and Theory, stated, “Covered California sits at the center of how millions of Californians access care and
that comes with real responsibility. We’re here to build a platform for the marketplace that’s clear, fast and inclusive, one that works across languages and
devices, meets the highest standards for accessibility and security, and helps Californians move from questions to coverage with confidence.”
